Cadwyn is led by a voluntary Board which is responsible for the way we operate

The Board meets on the first Wednesday of every month (except January and August) to agree future strategy, monitor performance and decide policies.

They also have a Board Away Day every January where they discuss the strategic direction of the organisation, governance and the Business Strategy.

The Board’s responsibilities include:

  • Defining and ensuring compliance with the organisation’s values and strategic objectives;
  • Ensuring that there are effective systems for evaluating the work of the organisation. Establishing mechanisms for communication and receiving feedback from the organisation’s partners;
  • Monitoring the organisation’s performance, taking timely corrective action if required and driving improvement through a self-evaluation process;
  • Ensuring strong effective governance.
Paul Evans
Board Chair

Paul is Chair of the Cadwyn Board – he previously chaired Cadwyn’s Audit and Risk Assurance Committee. Paul is retired and has over 30 years’ experience in financial services. Paul is also an independent member of the Audit and Risk Assurance Committee at Wales & West Housing.

Sioned Hughes
Board Member

Sioned has worked in social housing for over twenty years, working for Community Housing Cymru before moving Altair Ltd working on governance and board effectiveness before moving to being Head of Recruitment. Sioned lives in Cardiff with her partner, two children and dog but is from North Wales originally and is a fluent Welsh speaker.  

Cathy Madge
Board Member

Cathy is a Senior Programme Manager in Public Health Wales, leading on Well-being Economy and social value. She has also worked for Social Finance and the Office of the Future Generations Commissioner, leading work on prevention, futures, and decarbonisation. She is Chair of Governors at Albany Primary School and volunteers for the Tavistock Centre in Cardiff.

Peter Maggs
Board Member

Peter is an experienced housing professional having spent his career within the sector. For 20 years he was Group Chief Executive at Pembrokeshire Housing. Since retiring he has held Board Member and Chair roles with Tai Tarian, Ty Hafan (Children's Hospice) Hendre Group and Cadwyn. He Chairs the Igneous subsidiary.

Mark Davies
Board Member

Mark retired in 2016 from his position as Head of Construction and Property Maintenance at a local authority in West Wales, where he led various teams responsible for all housing and non-housing properties. Alongside his extensive property management background, he is also an executive coach and trained in governance and systems thinking.

Matt Brooks
Board Member

Matt is an experienced strategic board advisor working with technology businesses and venture capital funds in Wales and North America. He brings to Cadwyn over 23 years of strategy, leadership and customer advocacy in high growth and global technology businesses having held executive roles at OpenText and ResonateKT as well as senior roles in a large law firm, non-departmental regulatory public body and financial services. Matt joined the group board in September 2021.

Ian Blackburn
Board Member

Ian has been a board member since 2024 and is also a member of the Governance Committee. Ian has wide experience of board operations from 25 years work supporting Chairs, staff and Boards for Sport Wales - advising and investing in many different organisations.
He has been a member of Llais and Aneurin Bevan Community Health Council, including serving as Chair of the Planning Committee.

Martine Hopkins
Board Member

Martine has a degree in Housing Studies and currently works for a charity that specialises in welfare, housing, debt advice, and income maximization. Martine is a Cadwyn tenant and will incorporate this perspective alongside with her academic knowledge and work experiences to help represent the tenant voice in housing decisions.

Natalie Malatesta

Natalie has been a Cadwyn tenant for 9 years and also a member of the Cadwyn’s Scrutiny Team for 4 years, representing tenants and ensuring tenants are at the heart of the organisation. With a Housing Studied Degree and also a Masters in Housing, Natalie is committed to enhancing tenants’ experiences and shaping housing policies for a better future.
